Why so much passive vs. active player time?

My rough estimate is that completing the anniversary quest "The Originals" involves something like 15 minutes of "passive time" - time where the player is not in control of their character (on a flight path) or is idled due to the quest mob not yet being up (i.e., 5 min respawn time.)

I'm not writing to say I feel this is "unfair", or that I feel forced to do the quest if I don't want to, or that it's too hard, or anything similar. I won't be filing a police report for player abuse anytime soon.
